Prior to commencing on expensive and lengthy “Blue Hat” CFDA registrations, investigate whether your product can be imported as food or could be qualified for filling (simple recording).
Make sure your products can claim one of the +20 health claims functions allowed in China – and that your active ingredients support this function.

“Less is more”; the simpler formula, the better are your chances of getting the product approved.
Mature products with proven results are more likely to get CFDA approval.
Products filling for Blue Hat must be marketed in the producing country for at least one year before being registered or notified in China.

The application procedure is rather swift and uncomplicated – but make sure that all your ingredients and content levels are in compliance with the Chinese regulations. Certain products are classified as “special use cosmetics” such as sun block, whitening products, hair dye, etc. Certification of these products requires additional human testing, which translates into higher costs.

Animal testing of imported cosmetics and skincare is still a requirement when applying for CFDA approval. Local manufacturers as well as foreign brands with packaging facilities in China can be exempted from animal testing.
